For years, "hostile vehicle mitigation" has sounded exactly like what it is: a stark, clinical term for stopping a vehicle from being driven into a crowd. It's an effective category of engineering, but as a phrase on a planning application or a public-facing brochure, it's a hard sell. Nobody wants to walk through a town square and feel like they're passing through a checkpoint.
That tension is exactly what one corner of the landscape industry has been quietly redesigning its way out of — and the case is laid out almost entirely through pictures rather than jargon.
The problem, in two photographs
Bellitalia's "Protecting Our Cities" concept opens with the blunt version of the story: after a string of vehicle attacks on public spaces, cities reached for whatever they could deploy fastest — concrete jersey barriers, raw concrete cubes wrapped in police tape, precast blocks dropped along a pavement edge. The deck shows these next to each other: a Naples street corner with taped-off concrete blocks beside a coffee cart, a row of scarred jersey barriers cutting across a plaza in the rain.
The argument that follows is that these fixes solved one problem and created another. They reduce the space where people can actually meet, rest, or linger. They ignore whatever architectural character the site already had — a barrier looks the same outside a Baroque palazzo as it does outside a car park. And, perhaps most importantly, they broadcast risk: a checkpoint of raw concrete tells everyone passing through that somebody decided this square needed defending, which changes how the space feels even for people who never think about security at all.
Reframing the goal
The pivot in the brief is a single line: the aim isn't to remove the feeling of heavy protection while keeping the engineering — it's to assure the safety of urban spaces with genuinely heavy protective elements, but without intensifying anyone's perception of risk. Bellitalia's term for the resulting category is "anti-intrusion solutions": objects that limit access and keep unauthorised vehicles at a distance, exactly like a bollard, but built as street furniture from the outset rather than retrofitted to look friendlier.
The pitch is that these products do four things a jersey barrier can't:
- Make people feel safer, not more exposed — by not looking like security equipment at all.
- Keep public spaces hospitable — the object is furniture first, so it still invites people to sit, meet, or simply walk past without registering it.
- Discourage attacks while being tailorable to whatever a specific streetscape actually needs.
- Add to the place, rather than merely not detracting from it — Bellitalia frames this as enhancing beauty and creating reasons to socialise, not just tolerating a necessary evil.
What's actually installed
The case studies in the deck are a useful reality check on how ordinary the result looks. At Turin's train station and Catania airport, oversized dark-stone bowl planters sit where a designer might otherwise place greenery for its own sake — nothing marks them as security infrastructure. On Stockholm's main pedestrian street, a single large black planter, filled with daffodils, anchors a busy shopping frontage. Outside the Quirinal Palace in Rome — a genuinely high-profile secure site — a continuous run of stone bowl planters with clipped shrubs lines the square where an obelisk and marble statues stand; the security perimeter reads as landscaping, in a location no less symbolically important than the streets the jersey barriers were originally trying to protect. Bordeaux's station uses a different device entirely: pale stone cubes and L-shaped bench forms doubling as both seating and hostile-vehicle protection, arranged like abstract sculpture across the forecourt.
How the disguise actually works
The engineering answer, confirmed in the joint Bellitalia/Marshalls technical data sheets, is more literal than "planter that happens to be heavy." Each protective planter is designed around a separate steel bollard core — Marshalls' RhinoGuard range — installed and secured in the ground first; the concrete or reconstituted-stone planter shell is then lifted into place over it, with an opening at its base aligned precisely to the bollard. The planter is the cladding; the bollard, hidden inside, does the crash-rated work.
The range of cores on offer spans a wide spread of real-world threat levels, tested to UK and international standards (PAS 68, PAS 170, IWA 14-1):

The planters themselves come in several forms built to house these cores: the Saturno (a 1.5m-diameter bowl in reconstituted precious stone or granite, part of the "Pianeti" collection), the Olimpo S planter-seat (a 2.5m circular bench-and-planter combined, with a central hole for the bollard and shrub root ball alike), the Giove large bowl planter, and modular Square and Rectangular planters for straight runs along a frontage. All are finished bush-hammered or sandblasted with an anti-degradation and anti-graffiti coating — the same finishing language as any other high-end streetscape product, with no visual cue that a crash-tested steel core sits inside.
The bigger shift
What's happening here is really a maturing of an entire product category. Early hostile-vehicle-mitigation design solved an engineering problem: stop the vehicle. This generation solves a design problem: stop the vehicle without anyone registering that you've done it. Bellitalia's own closing line for the concept makes the pitch explicit — protect with beauty, protect with design — and the technical partnership with Marshalls is what lets that line be more than a slogan: a named, crash-rated bollard core engineered to sit inside a piece of furniture that reads, on a busy pedestrian street, as nothing more than a large pot of daffodils.
